Congress Rejects the Pirate (dagakor) Budget of TRS and KCR, Says Shabbir

Hyderabad,  Leader of Opposition in Telangana Legislative Council Mohammed Ali Shabbir, today described the Telangana budget -2018 as the fourth ‘ pirate’ or ‘dagakor’ budget presented by the TRS government since the formation of Telangana.
Addressing a press conference at the  Gandhi Bahawan  along with senior Congress leader and Dy leader in CLP  Dr. Chenna Reddy, he said it was a pirates budget as the TRS government never spent the amount declared in the budget. Last year though it announced a budget of Rs.1,49,646 crore, the government spent 1,08,000 crore during the year and rest were allowed to lapse.
He said during the current year a budget of Rs.1,74,453 crore has been presented and it is likely that more than 40 % of the same would be unspent on targeted subjects .’Govt acted like Pirates and  sanctioned works and released funds only where they got high kickbacks or commissions’ he charged
Contending that the CM K Chandrasekhar Rao was a No-1 blatant liar and never spent money allocated in the budget for peoples welfare but only on his pet projects and diverted funds from one department to another as per his wish and fancy as no official could oppose him. ‘ He has thrown out (suspended) all the Congress MLAs and MLCs from the assembly and council so that they did not question his vagabond culture and policies in the budget.
Shabbir said that KCR always deceived people and is fit to be mentioned in the Guinness book of records for his record of lying. Under his schematic governance, the Govt borrowed heavily from banks etc and people had to pay a heavy taxes and power/water tariffs to clear huge public debts
‘It always spent 30-40% less the allocated amount in every sector and gave large allocations to highlight and bluff the voters that the government was spending large amounts etc’ he added.
He said the government totally neglected welfare sector, particularly SC,ST,BC and minority welfare, sector though huge allocations were announced in budget hardly less than 40% of the funds were spent on beneficiaries etc. In four years under SC welfare  Rs.40527 cr allocated and expenditure is only Rs.17,848 cr(44%) ST welfare Rs.23932 cr expenditure Rs.11713 Cr(48%) BC welfare Rs.13,169 expenditure is Rs.7434  cr under minorities Rs.4684 exp isRs.2273 (48%) .This year it has been increased from Rs.1249.66 crore  to Rs.2000 Cr for Minorities this year  to please MIM,  but all depends on how much it will really spend, he asked.
He said the statistics provided in Budget  papers showcase the sordid affairs in Telangana under the  TRS regime.
As against sanction of 2,72,563 double bedroom houses and Rs.2643 crore in last four years,  9552 houses have been built so far.
Three acres land to daliths distributed to 4,939 people against 34 lakh eligible.
Jobs notified 1.10 lakhs but so far only27,588 recruited(TSPSC 5,936 only).
The budget for Kalyana Lakshmi and Shadi Mubarak reduced from Rs.1625 crore to Rs.1450 crore.
Journalists welfare fund also reduced from Rs.130 crore to Rs.75 crore.
The LOP said the Govt has not framed an NRI policy even after 4 years and a large number of Telangana laborers were languishing in jails of the middle east and working as slaves without any intervention from Telangana.
The Congress Party rejects the Budget and explain to people about the government in action towards weaker sections and seek their support to teach lesson  to  TRS government in coming elections .
