Home Minister Amit Shah introduced the Jammu and Kashmir Reorganization Bill, 2019 in Rajya Sabha. The Bill seeks to make Jammu and Kashmir a Union Territory with Legislature, and Ladakh Union Territory without Legislature.

The Jammu and Kashmir Reservation (Second Amendment) Bill, 2019 having provisions of 10 per cent reservation for Economically Weaker Sections of upper caste in the state was also introduced. The House is discussing these bills and the resolution amid pandemonium with members from Congress, Left, TMC and others sitting in the Well of the House and raising slogans.
